Facility Condition Assessment

A report on the District's Long Range Facilities Master Plan was presented at the Informal Meeting. Details on methodology and scope of the project were provided to Board members.  Staff presented an extensive amount of information on the District's Facility Condition Assessment as a key component of the Georgia Department of Education's Local Facilities Plan (LFP) process. Assessments were made of school facilities condition, educational suitability, and technology readiness. Facility recommendations are based on a long-range plan to address District needs and to account for facilities as they cycle out of service.  All recommendations provided were for discussion purposes only.

Faculty and Support Staff Retention Rate

A report on the District's Faculty and Support Staff Retention Rate was also presented at the Informal Meeting.  The retention rate in both categories has seen a slight decrease since the pandemic.  The 2021-22 retention rate for district support staff is slightly above the national average of 80%, but the retention rate for teachers is slightly below the national average of 84%. Those national averages are identified as target goals. A number of efforts being undertaken by the district to increase those percentages were also detailed.  Read the full report here:

Budget Process Update – Enrollment

A report on projected enrollment and how those projections affect budget planning was presented to the Board at the Informal Meeting.  Some key points include the fact that Public Schools across the United States have lost more than one million students since the start of the pandemic. Birth rate declines account for approximately 25% of that number. Charter schools, virtual schools, and private schools have all seen some growth in enrollment for a variety of reasons since the pandemic.  K-12 enrollment declines are expected to continue due largely to the declining birthrate. If declining enrollment translates to a reduction in funding, districts may need to look for efficiencies in spending to trim costs, while still supporting strong teacher-led instruction.

National Counseling Week

The Board proclaimed February 6–10, 2023, as National School Counseling Week to recognize school counselors who are actively committed to helping students explore their abilities, strengths, interests, and talents as these traits relate to career awareness and their ongoing academic development.

Policy First Reads

Administrative Regulation GARH-R – Employee Leaves & Absences (Mid Period Review) • Changes Recommended for the Regulation are in support of the deletion of Board Policy GBRA – Professional Personnel Health Examinations The administrative regulation is being modified and presented for the Board's review to include information relating to the health requirements needed to ensure an employee can fulfill the job expectations for continued employment within the District currently found in Policy GBRA.

Wellness Center Renovation Funding Approved

The Board approved a budget amendment to transfer funds in the amount of $250,000 for renovations of the District's new Wellness Center. The Wellness Center is staffed by SCCPSS counselors to engage with students and staff.

Policy Adoptions

Policy GBRA– Professional Personnel Health Examinations (Four Year Review – Deletion Recommended) Pursuant to Board Policy BDE- Policy Review, District Administration has reviewed Board Policy GBRA and has determined a need to delete the policy. The information within this policy is best suited within the existing Administrative Regulation GARH-R(1) pertaining to Employee Leaves and Absences. The information contained relates to the health requirements needed to ensure an employee can fulfill the job expectations for continued employment within the District. Modifications to Regulation GARH will be presented upon the second read of Policy GBRA.

Policy EF and Regulation EF-R – Data Management (Four Year Review – Deletion Recommended) Pursuant to Board Policy BDE- Policy Review, District Administration has reviewed Board Policy EF along with the supporting regulation and determined a need to delete both policy and regulation. The content of the information within the policy and regulation is provided throughout other data related Board policies.

Purchase of 25 Electric School Buses Approved

The Board approved the purchase of 25 Electric School Buses using the Georgia SWC 99999-SPD-SWL20200630 for an amount not to exceed $9,375,000.00 as part of the Environmental Protection Agency's Clean School Bus Grant.

ESPLOST Updates

K-12 Change Order

The Board approved Construction Change Order #97 to CPPI of Georgia, LLC in the amount of $181,735 to remove the existing Priscilla D Thomas Way as needed to complete storm drainage work. This work was removed from CPPI's contract in the overall deductive change order for the stadium and fieldhouse; however, in order to keep the storm work on schedule this portion of the deducted work needs to be completed before it is contracted by others.

Bid Approved for K-12 Furniture, Fixtures, and Equipment

The Board approved the purchase of Furniture, Fixtures and Equipment for the New Multi-Campus K-12 using the Districts Annual Contract as well as Georgia Statewide Contracts for an amount not to exceed $3,500,000.00.
